FEDERAL STATE UNITARY ENTERPRISE RADIO RESEARCH AND DEVELOPMENT INSTITUTE (NIIR)
Set up in 1949 pursuant to the USSR Government decree, FSUE NIIR is currently an institute of the Ministry for Information Technologies and Communications of the Russian Federation, involved in creating radio communications systems, satellite and terrestrial TV and sound broadcasting systems and in developing radio technologies.
Since December 2004 the Institute is headed by Mr. V.V. Butenko, Doctor of Technical Sciences and President of the National Radio Association.
NIIR’s strategic targets include carrying out relevant research, developing radio equipment and implementing projects on telecommunications networks.
The Institute is very actively engaged in system-level activities aimed at developing the national telecommunications infrastructure. The Institute is in charge of working out the Concept for developing digital TV in the country, also for the conversion of the radio frequency spectrum and designing XY-Temporal Navigation ware.
One of the key functions for the Institute is the provision of scientific and methodological support for the activities of the Communications Administration of the Russian Federation. The works carried out by the Institute to prepare and conduct the Regional Preparatory Meeting for the Commonwealth of Independent States in the framework of preparing for the World Conference on Telecommunications Development in 2006, as well as active participation of the Institute’s staff in a number of important ITU Council sessions were very highly appreciated by the top administration of the Russian Ministry for Information Technologies and Communications and the membership of the International Telecommunication Union.
Among positive tendencies in the development of the Institute we should mention the fact that alongside with carrying out important research, the Institute is increasing the output of systems and complexes, which are installed in the interests of different departments. The Institute also continues to deploy a satellite communication system in the units of the Russian Defense Ministry and for this job NIIR FSUE specialists were distinguished by the Government award in the field of science and technology. The centers in the framework of the Russian Communications Supervisory Agency received “Tester-E” sets for TV measurements and testing. The rollout of the Russian-made system “Roscrypt” for conditional access was started.
In 2006 on commission from the Government of the city of Moscow the Institute started working on a car parking payment system using mobile phones based on an electronic payments platform.
The following can be noted in recognition of the growing scientific authority of the Institute:
• in 2005-2006 the Institute held several Russian-Japanese workshops on promising new radio technologies, where one of the results was the signing of an Agreement on cooperation of NIIR with YRP – the major Japanese ICT and industrial park;
• an Agreement was concluded on carrying out joint research studies together with the Institute of Radio-engineering and Electronics of the Russian Academy of Sciences;
• in 2006 using the facilities of NIIR the Moscow Technical University of Communications and Informatics opened a department.
Currently, the Radio Research and Development Institute is vigorously engaged in the activities of renowned international organizations (ITU, CEPT, and ETSI) on issues of telecommunication standardization and regulation.
The performance of the Institute both in Russia and abroad was distinguished by government and international awards and prizes. This serves as evidence of the important role of NIIR as one of the leading Russian enterprises involved in the development and rollout of perspective radio technologies in Russia.
NIIR FSUE has a good scientific heritage and can be proud of its current research and technology achievement.
